Brock Sensitivity Report

In August 2009, the Goondiwindi, Tenterfield, Gwydir and Balonne Councils engaged the Institute for Rural Futures at the University of New England, and Tim Cummins & Associates to conduct a socio-economic sensitivity analysis relevant to reductions in access to water for irrigation in the Border Rivers catchment, due either to climate change and ongoing drought, or Government policies (such as water buyback schemes and increasing environmental flows). The Councils wish to preserve as much as possible of this fertile region’s productive capacity, while ensuring that the health of river systems is maintained.
